Paper Plate Fish Puppet

You need two large and two small paper plates to make a fish puppet.
Cut wedges from the small paper plate to make the tail.  Staple it to the large paper plate.
Repeat with the other plate. 
Layer the plates on top of each other.  Staple around the edges.  Decorate.

Another option would be to hole punch around the edges and have the kids lace the plates together.
